The EUDR for exporters in Mexico

In Mexico, an important share of farm production happens on ejidos and community land, with smallholders in the south of the country. For the EUDR that raises a practical question: besides locating each plot, you have to be able to show the right to use that land under Mexican law.

EUDR guide for exporters in Mexico

What changes in Mexico

  • Ejidos and communities: You must be able to show the right to use the land under Mexican law, with the agrarian documents that prove it.
  • Farms next to forest: In the south many farms sit close to forest areas, so satellite checks are key.
  • Derived products: The regulation also covers many products derived from the raw materials, and each batch must stay linked to its farms even after processing.

Risk level

Mexico is a standard-risk country for the European Union (Implementing Regulation (EU) 2025/1093). Your buyer will apply full due diligence, and land documents are part of the evidence they will ask for.

Heading for Europe

Veracruz and Altamira, on the Gulf, are natural gateways to Europe. Whichever port you use, AgroActs keeps the shipment, its batches and its plots together.

Commodities
regulated by EUDR

If you export these goods, or products made from them, to the EU, your buyers will ask you to show that they are deforestation-free, legally produced and covered by a due diligence statement.

Green and roasted coffee, plus husks and skins.

  • Geolocation of every plot where the coffee was grown
  • Not grown on land deforested after 31 December 2020
  • Harvest date or time range
  • Produced legally under the laws of the producing country

Product scope follows Annex I of Regulation (EU) 2023/1115, as amended.

What must you have to export under EUDR?

Your EU buyers will ask you for this information. AgroActs helps you gather, verify and keep it. Read the full guide.

Geography & spatial data

  1. Geolocation mapping: GPS points and boundary polygons for every plot.
  2. Deforestation-free proof: Satellite evidence of no deforestation after 31 December 2020.
  3. Polygons above 4 ha: Plots larger than 4 hectares need a full boundary, not just a point. For cattle, the establishments are located instead.
  4. Supply chain traceability: Each shipment linked back to the plots and parties behind it.

Product specifications

  1. HS-coded description: Trade names, product types, net weight and identifiers.
  2. Party information: Names and contact details of suppliers and buyers.
  3. Species identification: Scientific species names alongside common names.
  4. Origin & timeframe: Production regions and harvest periods.

Legal & risk management

  1. Legality evidence: Land rights, labour law and environmental permits in the country of production.
  2. Country tiers: Risk evaluation aligned with the EU's low, standard and high benchmarking.
  3. Mitigation: Documented action plans and targeted audits when risk is not negligible.
  4. Record retention: Due diligence records kept for at least five years.

Evidence behind every shipment

Everything your buyer or an authority can ask for, already in one place.

  • Each DDS links to its plots, satellite checks, documents and risk decisions.

  • Every import, edit, submission and authority reply is logged with who did it and when.

  • Records are archived for the five years the regulation requires.

Frequently asked questions

My growers are in an ejido. How do I show the right to use the land?

With the agrarian documents that prove that right under Mexican law. AgroActs keeps each document alongside the farm it belongs to, so your buyer has it at hand.

Does my processed product fall under the EUDR too?

It depends on its customs code. The regulation covers the seven commodities and many derived products, and some items left the annex in 2026, such as leather. Check the code of your product.

If I export, does the EUDR apply to me?

The statement is filed by whoever places the product on the EU market, usually your buyer. But that buyer can only comply with the information you hand over: plot geolocation, harvest dates, legality and proof of no deforestation. Large and medium-sized EU operators must comply from 30 December 2026, and micro and small ones from 30 June 2027, except for timber already covered by the EU Timber Regulation. With AgroActs, that information is ready, verified and easy to share with every shipment.

Which products are covered?

Cattle, cocoa, coffee, oil palm, rubber, soya and wood, and products made from them, such as chocolate, furniture or paper, as listed in Annex I of the regulation.

Do I need a polygon for every plot?

Plots larger than 4 hectares need a full boundary polygon. Plots of 4 hectares or less can be declared with a single GPS point. This applies to every product except cattle, where the regulation asks for the location of the establishments where the animals were kept. AgroActs flags plots that are missing the geolocation the regulation asks for.

My producers don't use GIS software. How do they send plot data?

They can share a location pin, a KML file from any GPS app, or a document straight from WhatsApp. AgroActs files it against the right supplier and plot, and replies in their language.

Can AgroActs prepare the Due Diligence Statement?

Yes. Under your mandate or your buyer's, AgroActs prepares the statement from the plots, products and risk assessment, submits it to the EU Information System and hands over the reference and verification numbers. Legal responsibility for the statement stays with whoever files it as the operator.

Who sees the data on my plots?

You decide which buyers you share your plot geolocation with. Every view, change and submission is recorded in the audit log, and records are kept for the five years the regulation requires.
